Sewer Backup in New Haven: Who Pays, You or the WPCA?

The line from your house to the street is yours to maintain. Where the split falls, and how to keep sewage out of the basement.

In New Haven, Hamden, East Haven and Woodbridge, the property owner owns and maintains the sewer line from the house out to the edge of the street. The Greater New Haven WPCA owns the piece from the street edge to the main. Root and grease clogs in the lateral land on the owner's side.

Where the line splits

Section 7.04 of the GNHWPCA sewer ordinance gives the owner the stretch from the edge of the road to five feet outside the building wall, and gives the WPCA the stretch from the edge of the road to the public sewer. Section 7.05 makes owners responsible for routine maintenance and cleaning of the building sewer.

In plain terms: roots, grease and cracks in your yard and under the sidewalk are your problem to fix. A blocked main under the street is theirs.
